Get into the very roots of the problem. Greed? Of course, it is one reason. But objective analysts have long ago been pointing out, it emanates from the real lack (or shortage) of legitimate funding for political candidates. See, for all the accolades we shower on Democracy, it ain’t cheap, it ain’t free. You run for office, you need funding, lots of it. If it all comes from your own pocket, even if you’re mega-rich, you’d surely soon end up in the streets. Which was why pork barrel was a tolerated scam, to provide candidates a way to “recover” their “expenses” and “losses,” plus a bit more. When pork barrel was banned by the Supreme Court, politicians have to be extra creative to find other ways and means. It’s like water seeking its own level! And so, voila, there was PDAF, and now, ta-dah, insertions.
