I’m sad for the people but more so for the dogs because they can’t do anything about their situation. I’ve thought about giving food to the dogs I encounter but I’m also afraid if they have rabies.

Unchained poor dogs fear people and keep their distance. So I don’t worry about them. But when a rich dog that has been chained or imprisoned behind a gate gets loose, those are the ones that attack you. They are the ones I fear.
