The P8.1 billion budget for NTF-Elcac could be intended for ghost projects, or, for already completed projects [like those in the] DPWH. To stop, it would probably need the top NPA leader to surrender and show the last few members left under his command.

Is the agency so focused only on the NPA? That could explain why it didn’t catch a Chinese citizen becoming mayor and engaging in activities that cause economic destabilization. Or [monitor whether] counter-government moves are funded by which foreign country.
