Global experience shows that big area development programs such as the BRBDP are too complex to implement successfully because they require not only political coordination across different local government units, in itself a huge challenge, but also technical coordination across different sectoral or line agencies, also a most difficult task that requires a highly skilled program management and technical team. Without close political and technical coordination and cooperation, attempting to revive the BRBDP would simply doom it to failure.

Bicolano

Bicolanos need to cast out their corrupt and incompetent political leaders first before reviving the BRBDP. Then they should simplify, prioritize, and sequence the planned investments in the program to minimize managerial overload and improve chances for success. Start with and focus on flood control and drainage first and do it well. Then strengthen support infrastructure and services like irrigation, farm-to-market roads, and extension advice to increase small farmer productivity. Lastly, focus on improving social services to the affected communities. In short, do not do everything at the same time for therein lies the road to failure.
