That means even with no corruption, the state does not have enough funds to provide for the basic needs of each citizen. And that happened because according to another Inquirer article, the economy has not been able to catch up with population increase since the late 1980s, and got left behind by neighboring countries. And the cause of that is not solely corruption, as corruption levels were as high if not worse in the same countries.
