• There is indeed evidence in favor of shifting more education governance down to the LGU and school levels. Ang sistema ba ang problema o mga tao? Pag may palpak ang pinoy ang sinisisi ay laging sistema. Di ba pwedeng gumawa ng matino at mahusay pag walang batas, memo, o kasulatan? Pag gusto may paraan, pag ayaw madaming dahilan.

Studies at the national level show that teacher quality is a significant variable in explaining differences in educational outcomes. If so, should not the policy emphasis be on improving teacher training rather than decentralization of educational governance?
