Yes indeed it was a “sneak attack” which surprised Xi’s cordon sanitaire. Bold move by BBM, some would say half glass full or otherwise let’s see how it pans out.

The significance of a handshake may be measured by the implication if it is withhold. It means, one is not ready for any friendly relationship with the other. So, BBM by the handshake, indicated that the Philippines is open to a better relationship and it definitely diffused any build up of animosity brought about by past verbal and sea skirmishes!
