In the 6 years of Duterte’s term, he turned upside down the time honored rule that “reward is for good behavior”. Whereas good performers are given usually 5 to 15% increase, Duterte, gave the police 100% increase for bad performance, then goaded them to continue doing bad with more rewards. Combined with Duterte’s other antics, the law was practically suspended during his term. Dark chapter in our country’s history.

The police force anywhere in the country has zero credibility. The Filipino people no longer trust the police.
