You are correct. It must be whether the thought calls for violence against any person. Suntay’s comment is very different from Sarah’s. She went public and called for an act … But still, his publicly mentioning this is not acceptable for a public official.

We have long ago considered this as sexual harassment, a misogynistic behavior punishable by law. It is International Women’s Month and all concerned women should file a case against Rep. Suntay, considering that he violated the law in public, not in a locker room or “boys talk.”
