Evil in humans such as greed finds ways [through] connivance. No internal control can work when the checks and balances feature fails with connivance. Corruption can be nipped at the start of any major transaction.

Corruption persists because corrupt politicians and their partners in crime in various government agencies and project contractors protect each other from being prosecuted. In the end, nobody gets punished.
