The National Home Mortgage Finance Corp. (NHMFC) is a vital driving force in reshaping the country’s housing landscape, bridging gaps, and connecting the housing sector to private investments and capital markets.
Through its programs, housing developers and financing institutions gain access to liquidity that enables them to finance more homes, and serve more Filipino families.
At the heart of this mission is the Housing Loan Receivables Purchase Program (HLRPP)—a groundbreaking initiative of NHMFC launched in 2010.
Through HLRPP, NHMFC purchases qualified housing loan receivables from developers and home financing institutions, providing them with fresh funds that can be reinvested into new housing projects and mortgage financing.
NHMFC pools these receivables for eventual securitization, thus creating a sustainable financing cycle that expands housing production while strengthening the country’s housing finance system.
TAILORED FOR EVERY FILIPINO FAMILY’S NEED
NHMFC offers four specialized HLRPP subprograms, each designed to address specific housing market.
HOME Program (HLRPP 1)
The PurcHase of Originated EconoMic/Low-Cost Receivables (HOME) Program provides liquidity support to originators of economic and low-cost housing projects by providing funding support to housing loan with a 90 percent loan-to-value ratio, 30 years repayment period, and 4.7 percent interest rate.
Expanded 4PH SHeLTeR Program (HLRPP 2)
The Expanded Pambansang Pabahay Para sa Pilipino Socialized Housing Loan Take-out of Receivables Program (Expanded 4PH-SHeLTeR) supports socialized housing developments under the government’s Expanded 4PH Program.
It provides liquidity to originators with socialized housing projects while offering highly affordable financing terms, including 100 percent loan to value ratio, up to 30 years repayment period, and fixed interest rates for as low as 3 percent for the first 10 years and 5 percent for the remaining years.
MaBuHAY Program (HLRPP 3)
The MAginhawang BUhay sa Bahay (MaBuHay) Program is a reverse mortgage facility that empowers Filipino senior citizens to unlock the value of their homes. By converting home equity into cash, they can enjoy financial security and independence during retirement without having to worry about monthly mortgage payments.
BERDE Program (HLRPP 4)
The Building Eligible Resilient Dwelling for Everyone (BERDE) Program supports green-certified and climate-resilient housing development. By encouraging environmentally sustainable construction practices, the program contributes to the development of communities that are better prepared for future environmental challenges while promoting responsible urban growth.

As NHMFC fulfills its mandate of being the sole secondary mortgage institution in the country through the HLRPP, it also upholds its commitment to the housing thrusts of President Ferdinand Marcos Jr., and further aligning its strategies with the goal of creating a sustainable and inclusive housing sector of Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling.
