Marcos inks law on merit-based teacher promotions

President Marcos has signed Republic Act No. 12288 which introduces a competency-based promotion system for teachers in the elementary and secondary levels.
The law institutionalizes the Career Progression System for Public School Teachers and School Leaders to ensure their professional development and career growth.
Under RA 12288, Teacher I to Master Teacher I shall serve as the basis for the expanded career progression system.
Promotions in these positions are nonhierarchical and will be determined by a teacher’s qualifications and competence, in alignment with professional standards.
The law also lets educators assume any position within the foundation of the expanded career progression system, as long as they meet the qualification standards.
