Two offshore wind ports seen ready by Q1 2027

Two Philippine ports are being primed to support the country’s offshore wind park build-out, with the Philippine Ports Authority (PPA) targeting operations for the Port of Pambujan in Camarines Norte and Port of Sta. Clara in Batangas.

The Department of Energy said both facilities are expected to be operational by the first quarter of 2027.

“There’s no fully functioning port for offshore wind,” Energy Undersecretary Giovanni Carlo Bacordo said in an ambush interview.

Bacordo noted that the PPA has identified three priority ports—Pambujan, Sta. Clara and Port of Currimao in Ilocos Norte.

These wind ports are intended to serve as construction, assembly and staging hubs for offshore wind projects. These ports are where turbine components, foundations and equipment are delivered, preassembled and deployed to designated wind sites.

Offshore wind developers typically occupy large areas within these ports for several years during the build-out phase. Thus, the availability and size of wind ports are critical to project timelines.

Bacordo said PPA is aiming to make both Pambujan and Sta. Clara operational by early 2027. That would be in time for the government’s target to begin offshore wind generation by 2028.

The Currimao port, however, will not be ready within the same timeframe as it is designed for floating offshore wind technology. The upcoming Green Energy Auction 5 will focus on fixed-bottom offshore wind projects.

For Pambujan, Bacordo said PPA has already published the terms of reference and plans to open bidding this December. Construction is expected to take about 15 months, using extended work shifts.

The Pambuhan port will initially cover 40 hectares, expandable to 160 hectares.
