Pampanga on a strong growth path
Pampanga stands as an economic powerhouse and a key center of development in Central Luzon. While known for its steadily expanding industries and strong contributions to regional economic growth, the province has also earned recognition as a vibrant culinary and tourism hub.
Major urban centers such as Angeles and San Fernando continue to attract investments and visitors, driving further progress across the province. As businesses expand and lifestyle developments emerge, neighboring towns likewise benefit from increased opportunities and improved local economies.

Enhanced accessibility
Pampanga’s competitiveness as a tourism and investment destination is further strengthened by modern infrastructure that enhances its accessibility. These include major thoroughfares, expressways, and highways; five municipal ports that function as fish landing centers; and an international gateway, the Clark International Airport.
The province is accessible via the North Luzon Expressway (NLEx), the Subic–Clark–Tarlac Expressway (SCTEx), as well as MacArthur Highway and Jose Abad Santos Avenue, which traverse its 19 municipalities and three cities.


Ecozones and industrial parks
Pampanga is also home to several special economic zones and industrial parks, such as the Clark Freeport and Special Economic Zone, Clark IT Park, and the Pampanga Economic Zone. These developments continue to attract investors due to the province’s strategic location, proximity to Metro Manila, availability of skilled labor, and steadily improving infrastructure.
In turn, these ecozones and industrial parks generate employment opportunities for surrounding communities, further strengthening the region’s economic potential.
According to the 2024 Census, Pampanga recorded a population of 2.59 million, excluding Angeles City, which had a population of 483,452. The provincial capital, the City of San Fernando, registered a total population of 377,534 during the same period.
As Pampanga’s population continues to grow, its economy has likewise accelerated.
The province stands out as one of the largest provincial economies outside Metro Manila. In an October 2025 report by the Philippine Statistics Authority, the economies of Pampanga and Angeles City posted solid growth in 2024, contributing significantly to Central Luzon’s strong overall economic performance.

Strong economy
Pampanga’s economy grew by 5.1 percent in 2024, bringing its gross domestic product (GDP) to P595.36 billion.
Meanwhile, Angeles City’s economy expanded by 6.9 percent in 2024, slightly below the 7.5 percent growth posted in 2023. Its GDP was valued at P151.47 billion in 2024, which is mainly attributed to the city’s vibrant services sector and robust construction activities.
In terms of industries in Pampanga in 2024, the fastest growing industries were financial and insurance activities at 19.4 percent. This was followed by construction at 15.8 percent, and human health and social work activities at 11.4 percent.
In Angeles City, other services led the expansion with 18.5 percent growth, followed by human health and social work activities with 14.2 percent, and construction at 10.1 percent.
Angeles City climbed to the 488th place in the 2025 Oxford Economics Global Cities Index, improving from its 502nd ranking in 2024. It is one of only nine Philippine cities included in the prestigious index, which evaluates 1,000 urban centers worldwide across five key dimensions namely economics, human capital, quality of life, environment, and governance.
The city also ranked third among Philippine cities in the 2025 list, following Manila (206th) and Cebu (470th).
Potential resources
Pampanga remains a consistent and reliable driver of economic growth in Central Luzon.
Despite its strong performance, the province still possesses significant untapped potential. Continued investments from both the national government and the private sector are expected to further benefit its cities and municipalities in the years ahead.
With its proven resilience, rich cultural heritage, and disciplined workforce, Pampanga holds great promise as a leading force in the region’s future development.
