Talk of the Town: Failed modernization

It is indeed sad and frustrating to see all these modernization programs go to waste and unfulfilled. Not only in the agriculture and fisheries sector but in all our nation-building projects: in infrastructure building (like the North Rail, electric power supply, water supply, waste management and sanitation, mass transit, telecommunication networks), education and teacher training, land use policy and regulation, military preparedness and police training and discipline, etc. But why is this the case?
We know our problems and failures but how come we don’t act on them? Antonio L. LimBecause of corruption and incompetent government officials.
