PH seaports, airports ready to process ATA carnet system

Seaports and airports in the Philippines are now ready to use the recently adopted international goods passport system called ATA Carnet, paving the way for a more efficient and cost-effective cross-border trade.

Citing Customs Memorandum Order (CMO) No. 08-2024 that was issued on August 7, the Philippine Exporters Confederation, Inc. (Philexport) published late Friday afternoon the list of these ports that can already handle the system.

The list of seaports includes the district port of San Fernando and subport of Sual, the district port of Manila, the Manila International Container Port, the district port of Batangas and the subports of Siain and Puerto Princesa, the district port of Legaspi, the district port of Iloilo, the district port of Cebu, and the district port of Tacloban.

Also included are the district port of Surigao, the district port of Cagayan de Oro and the subports of Iligan and the Mindanao International Container Terminal, the district port of Zamboanga, the district port of Davao, the district port of Subic; the district port of Aparri, and the district port of Limay and the subport of Mariveles.

Meanwhile, the roster of international airports that can process ATA Carnets for air cargo are those at the Ninoy Aquino International Airport, the Puerto Princesa International Airport, the Bicol International Airport, the Kalibo International Airport, the Godofredo P. Ramos Airport, the Mactan International Airport, the Bohol-Panglao International Airport, the Zamboanga International Airport, the Francisco Bangoy International Airport, the Subic International Airport, the Clark International Airport, and the Laoag International Airport.

The PHILEXPORT said that hand-carried goods and accompanied air cargo may be cleared 24 hours, 7 days a week at the mentioned international airports.

Meanwhile, unaccompanied air and sea cargo may be cleared from 8 a.m. to 5 p.m., Mondays to Fridays except on holidays and other special days.

ATA Carnet, which is widely known as “passport for goods,” is an international customs document that allows for temporary entry of goods on a duty-free and tax-free basis for up to one year.

The ATA Carnet document is accepted in at least 81 countries and custom territories to date.
