Unless there is an emergency any engineering contract without alternative analysis to attain the objective, detailed design calculations, construction plans, specification, material takeoff, unit pricing, and cost estimate is a PROJECT IMPLEMENTED FOR CORRUPTION OR FAILURE.

Why didn’t Secretary Dizon tell them to put drainage during the rehabilitation in the first place?… It’s Dizon’s responsibility to review the project design and he should be the one who’s accountable.

They took out the drainage component to shorten rehab period, and claim reduced cost. Contracts have defined scope of work.
