The heartbeat of the modern city: Why transit oriented development matters
Cities continue to grow at an unprecedented rate, and the way we plan and shape urban development will ultimately determine whether we create livable, sustainable, and vibrant communities, or congested, inefficient, and strained ones.
One promising urban solution to the urban puzzle is the transit oriented development (TOD).
A TOD is considered an important modern urban planning principle that should guide any urban development aiming to be both successful and sustainable. TOD is about designing entire communities around efficient public transportation systems. It integrates mobility, housing, commerce, public space, and walkability into a cohesive urban ecosystem that prioritizes moving people rather than private vehicles.

A city’s healthy heart
A city functions much like the human body. Transit systems are its heart and circulatory network, keeping people, businesses, and communities connected and alive.
Just as blood flows through arteries to sustain every organ, TODs move people efficiently throughout the city, fueling economic activity and urban life. When circulation fails, the body weakens. When mobility breaks down, cities suffer from congestion, pollution, and inefficiency.
This is the reality many cities face today. Roads are overburdened, commuting times continue to rise, and valuable urban space is increasingly dominated by vehicles rather than people. In extreme cases, cities resemble a kind of “urban heart attack”, wherein mobility is so restricted that daily life becomes slow, stressful, and inefficient.
The solution is not to build wider roads. Cities must prioritize moving more people and this is where mass transit becomes essential.
The math makes the case clear: a private car carries about 1.5 people, while a bus can move 50 passengers and a train can carry 200 to 300 or more. A single train can replace up to a hundred cars on the road.

Benefits of a TOD
The advantages of a TOD extend far beyond traffic reduction. At its core, it reshapes how cities function socially, economically, and environmentally.
Economic productivity and urban efficiency. Efficient transit systems reduce time wasted in traffic, giving people back hours of productive time each week. This translates into improved work performance, better quality of life, and more time for family, education, and leisure.
Cities with strong transit systems tend to have higher economic output as people and goods move more efficiently through urban space.
Environmental sustainability. Reduced reliance on private vehicles leads to lower greenhouse gas emissions, improved air quality, and reduced fossil fuel consumption. TOD supports compact, efficient land use, which reduces urban sprawl.
Equitable and inclusive accessibility. Developments around TODs can create affordable housing, offices, retail, and services. This benefits students, senior citizens, and lower income groups who may not have private vehicles, creating a more equitable urban environment where opportunity is more evenly distributed.
Economic vibrancy. Transit-oriented areas naturally attract businesses and mixed-use developments due to high accessibility and foot traffic, creating strong local economies and increasing property values over time. When properly planned, TOD becomes a long-term return on infrastructure.
Strong community and urban resilience. Communities around TODs have active street life and engagement that fosters stronger ties. Reclaimed real estate from reduced roads and car-related spaces can be reprogrammed into civic and public areas that encourage community identity and belonging.

An effective transit system
For transit systems to truly transform cities, they must meet several key criteria.
First is comfort and safety. Public transport must be secure, reliable, clean, and comfortable. Stations should be well-maintained and protected, while vehicles must suit climate and high-density urban environments.
Second is accessibility and connectivity. Transit should be easily reachable and integrated with mixed-use communities. Equally important is solving the “last mile” challenge through walkable and bikeable environments, supported by sidewalks, shaded paths, bike lanes, and shuttle systems that create seamless movement from stations to destinations.
Third is reliability and frequency. Transit systems must be dependable, with consistent schedules, minimal waiting times, frequent peak-hour service, and extended operating hours.
Lastly, it must be affordable and easy to use. Public transport should remain accessible to ordinary working families through simple, integrated payment systems such as contactless cards, mobile apps, and unified ticketing platforms.
The Philippine context and the path forward
More than just an urban design strategy, a TOD is a socioeconomic framework that shapes healthier, more inclusive, and more economically competitive cities.
The Philippines once held the distinction of having the first light rail transit system in Southeast Asia. However, over time, regional peers have advanced more rapidly in expanding and modernizing their transit networks.
Today, there is an opportunity to regain momentum. Emerging developments such as One Ayala and the Parañaque Integrated Terminal Exchange demonstrate early models of TOD in the country.
With strong political will, long-term planning, and genuine investment in mass transit infrastructure, cities in the Philippines have the opportunity to shift toward a more sustainable and people-centered future.
TOD is not just about moving people efficiently—it is about building cities that truly work for the people who live in them.
