LTO cracks down on choosy taxi drivers
April 20, 2025

The Land Transportation Office (LTO) on Saturday said it would crack down on Metro Manila taxi drivers who refuse or selectively accommodate passengers in Metro Manila starting on April 20.
The LTO’s Metro Manila office told the Inquirer that the operation, dubbed “Oplan Isnabero,” will last until April 23 and is aimed at making public transport more accessible as commuters return from their Holy Week activities.
LTO-NCR Regional Director Roque Verzosa III said that drivers refusing to accommodate passengers can face fines ranging from P5,000 to P15,000 under the Joint Administrative Order No. 2014-01.
It also warned that violators can have their certificates of public conveyance revoked.
