President’s satisfaction rating stays ‘neutral’–SWS survey
Public satisfaction with the performance of President Marcos hardly moved in the fourth quarter of 2025, according to the latest Social Weather Stations (SWS) survey.
The survey conducted from Nov. 24 to Nov. 30 showed that 40 percent of adult Filipinos were “satisfied” with the President’s performance, which barely changed from the 39 percent in September 2025. On the other hand, 43 percent were “dissatisfied,” hardly moving from 44 percent from September. Those who were “undecided” stayed at 17 percent.
This result translated into a net satisfaction rating of -3 (percentage satisfied minus percentage dissatisfied), which SWS classifies as “neutral.” This was a 2-percentage point increase from the “neutral” -5 in September 2025, following a steep decline from the “moderate” +10 in June 2025.
‘Poor’ in Mindanao
Net satisfaction with Mr. Marcos improved in Luzon outside Metro Manila and the Visayas but declined in Metro Manila. The highest rating recorded was in Luzon outside Metro Manila at +13 (“moderate”), followed by the Visayas at +2 (“neutral”), Metro Manila at -17 (“poor”), and Mindanao at -29 (“poor”).
Compared to September 2025, the President’s net satisfaction rose by 10 percentage points from -8 (“neutral”) in the Visayas, and 5 percentage points from +8 (“neutral”) in Luzon outside Metro Manila. However, it fell by 15 percentage points from -2 (“neutral”) in Metro Manila, while it hardly changed from -28 (“poor”) in Mindanao.
In addition, the net satisfaction of Mr. Marcos improved in the rural areas but fell in the urban areas. In rural areas, the rating rose by 17 percentage points from -8 to +9, both “neutral,” while in urban areas it fell by 13 percentage points from a “neutral” -1 to a “poor” -14.
According to SWS classification, the grade “excellent” is applied to net satisfaction scores at +70 and above; “very good” for +50 to +69; “good” for +30 to +49; “moderate” for +10 to +29; “neutral” for +9 to -9; “poor” for -10 to -29; “bad” for -30 to -49; “very bad” for -50 to -69; and “execrable” for -70 and below.
The survey was conducted among 1,200 adults using face-to-face interviews. It had a sampling margin of error of plus-or-minus 3 percent for national percentages and plus-or-minus 6 percent for Metro Manila, Luzon outside Metro Manila, the Visayas, and Mindanao.
