Why won’t the ICC try crimes by Boko Haram, or Isis or even Houthis? Asking for a friend.

The US avoids the ICC because the US is the biggest warmonger in the world. The ICC will barely consider the drug war in Mexico because most of its personnel come from countries that are beholden to the US.
