If the government did not apply the brakes on infra spending after the scandal on the flood control projects erupted, the overall GDP growth rate would have stayed on track, as aggregate government spending, as programmed, would have flowed through undisturbed or uninterrupted.

That P500 billion, spent for flood control for three years without any increase in GDP, should have caught his attention if he is aware of GDP increase per P100 billion infrastructure investments. Now the new finance secretary plans to spend P1.4 billion in one quarter to stimulate the economy.
